I design inclusive emergency plans, facilitate HSEEP-aligned exercises, integrate disability and access needs into preparedness systems, and lead community-based programs that strengthen resilience. Below is a selection of projects that reflect the depth and scope of my work across public health, emergency management, and accessibility.

  • Annual Disability Allyship & Disability 101 Training

    Role: Instructor
    Present at statewide conferences and health department spotlight sessions to build disability competence and equity within public health systems.

    Annual DAFN Training for MRC Volunteers

    Role: Instructor
    Deliver statewide training on CMIST, disability etiquette, inclusive sheltering, and POD accessibility. Help volunteers strengthen capacity to serve Vermonters with DAFN.

    Health Department Emergency Operations Plan AFN Annex (2025)

    Role: Assistant Coordinator & Writer
    Co-authored the Independence section of the AFN Annex to outline the Health Department’s role in helping disabled people maintain independence during emergencies and disasters. State and federal accessibility regulations were integrated into the annex.

    Preparedness Planning Training for Home Health Clients (2024)

    Role: Instructure
    Co-led training on person-centered planning for clients with disabilities and chronic conditions, using trauma-informed communication and inclusive planning tools.

    AFN & CMIST Integration in Health Department Emergency Operations Base Plan (2024)

    Role: Planner
    Embedded DAFN considerations throughout the Health Department’s Emergency Operations Plan.

  • Annual Point of Distribution (POD) Planning

    Role: Planner
    Leads planning for 11 open and 4 closed PODs. Writes Field Operating Guides, manages Memorandums of Understandings, and designs patient flow diagrams for pill and vaccine PODs to support efficient, equitable operations.

    Local Health Emergency Operations Center (LHEOC) Plan (2025)

    Role: Assistant Writer
    Co-authored the LHEOC framework for Vermont’s district offices, aligning structure with the Incident Support Model. Developed guidance documents and job action sheets for key roles to strengthen local emergency activation and coordination.

    State of Vermont Personal Emergency Preparedness Plans (PEPPs) (2025)

    Role: Plan Developer
    Led the development and statewide adoption of the PEPP process, collaborating with the Health Department and Buildings and General Services. The PEPP is now part of emergency preparedness training and is available to all state employees.

    District Office Emergency Communications Plan (2025)

    Role: Planner
    Developed an internal and external communication plan for emergency situations, ensuring accurate, timely information flow and clear protocols for staff, visitors, and public inquiries.

    Health Department Emergency Operations Plan (2024)

    Role: Assistant Writer
    Developed components of the statewide Emergency Operations Plan, including integrating DAFN and CMIST frameworks into planning assumptions, demographics, and the Concept of Operations. Helped ensure equitable and whole-community response strategies.

  • Pill Point of Distribution Tabletop & Functional Exercises (2025)

    Roles: Co-Exercise Director (TTX), Exercise Director (Functional)
    Developed scenario modules to assess POD setup, communication, and equity-centered operations. Facilitated multi-phase exercises with health department staff, MRC volunteers, and emergency management partners. Authored the After-Action Report and Improvement Plan.

    Gas Leak Explosion Tabletop Exercise (2024)

    Role: Exercise Director
    Designed and facilitated a multi-partner tabletop exercise evaluating communication and coordination during a simulated gas leak. Authored the After-Action Report and Improvement Plan.

    Eclipse, H5N1, Heatwave & Radiological Exercises (2024 & 2025)

    Roles: Facilitator & Evaluator
    Facilitated and evaluated tabletop exercises for state, regional, and local partners to address complex weather, epidemiological, and radiological emergencies affecting Vermont communities.

    Hospital Surge & Infant Abduction Exercises (2024)

    Role: Evaluator & Notetaker
    Evaluated hospital preparedness exercises, documenting key findings that informed operational improvements.

  • Annual Medical Reserve Corps (MRC) Tabling, Outreach & Preparedness Events

    Role: Coordinator
    Manage community-facing events, provides first aid, safety education, reflectors, tick removal kits, hot weather kits, and preparedness materials.

    Annual Staff Fit Testing

    Role: Coordinator
    Organizes respiratory fit testing to ensure workplace safety and emergency readiness.

    $10,000 NACCHO Grant for AFN Go/Stay Kits (2025)

    Role: Lead
    Secured funding and coordinated development of 75 emergency go/stay kits for children with disabilities. Collaborated with state and local partners and families to ensure kit contents met diverse access needs.

    Grand Isle Dental Pop-Up Clinic (2025)

    Role: Lead Planner
    Coordinated logistics, volunteer management, and outreach for a clinic providing free essential dental services to a rural community.

    Northwest & Chittenden County (MRC) Merger (2024)

    Role: Lead
    Coordinated the merger of two MRC units. This resulted in an increase of almost 150 volunteers and 2 counties served. Unit activities like footcare clinics, infant comfort stations, and preparedness outreach also expanded.
